Its easier to fight unarmed families instead organized crime I guess and probably this is why the Colombian Government does happily so many miles within the Jungle instead of just controlling better the ports and its borders, of find the refineries of drugs in the cities.

No it's not. It moves over the borders, then when it all calms down moves back. If any South American country, and those outside funding them think it's winning, they are not. As seen from Antwerp now being the cocaine capital of Europe. Corrupt governments, police, port authorities, stop that, and maybe win a war.
Simple: the government is owned by the cartel and so is the entire country

Can’t the government just sell cocaine in the side without anyone knowing and then use those funds to build the roads if they really wanted to help. Sure it’s still cocaine but just enough to get the job done.

•it would probably greatly reduce the number of drugs illegally being sold in their countries
