CIGI President Paul Samson sits down with former prime minister of Australia and CIGI Board member, the Honourable Kevin Rudd, to discuss the geopolitical state of the Asia-Pacific region. Kevin’s experience as Australia’s leader and policy maker provides valuable insights on current issues. Kevin begins by offering his views on Taiwan’s position in the middle of a semiconductor conflict between China and the United States. He then discusses the state of trade in the region and how countries such as Vietnam and the Philippines are faced with choosing between the United States or China. With increasing urbanization, a growing middle class, and a large and young population, the Philippines’ economic dynamism is rooted in strong consumer demand supported by a vibrant labor market and robust remittances. Business activities are buoyant with notable performance in the services sector including business process outsourcing, real estate, tourism, and finance and insurance industries. As a newly industrialized country, The Philippines’ economy is in transition from one based on agriculture, to one based on services and manufacturing. The services sector of the Philippines overtook the industrial sector in terms of contribution to the GDP during the early 1980s, increasing from 36% in 1980 to more than 61% as of 2022. Which was higher than the 60.5% share recorded in 2021. The services sector now employs an equivalent amount of the country’s workforce, which is more than the agricultural and industrial sectors combined, employing more than 58% of the Philippines’ workforce. Within the service sector, business process outsourcing (BPO) has played a significant role in sector growth. The Philippines was able to grow its BPO sector due to having professionals that spoke the languages necessary, partly due to the interest in U.S. culture, of which the country is the Philippines ' largest BPO market. And the customer service-focused aspect of the professionals in the industry. The BPO industry, since its inception, has grown at rapid speed and has acquired significant traction in the global market share. This growth is attributable to the increasing demand of enterprises to reduce costs, focus on their core business activities, and handle problems such as a shortage of skilled personnel. Today, the BPO industry in the Philippines holds an estimated 12 to 15 percent of the global BPO market. The second important segment within the service sector is tourism, which has a long history of moderate growth. Tourism in the Philippines has not been able to tap its resources optimally and has lagged behind its regional cousins (like Singapore, Indonesia, and Thailand) in attracting international tourists. Inadequate infrastructure in airports, poor rail, and road connectivity, and insufficient tourist services and facilities are among the chief reasons for this. However, with the $180 billion infrastructure project currently carried on, the Philippines’ infrastructure will now be able to compete with regional peers. Currently, the holidays have delivered further gains for the Philippine tourism industry as it breached its 1.7 million targets by year-end with 2 million and 650 thousand international visitor arrivals, with $3 billion and 680 million in tourism revenue as of 2022. The Philippines won several International recognition such as being the world’s best country for a tourism destination in 2022 by Uzakrotah Global Travel Awards, World’s Leading Dive Destination 2022 by the World Travel Awards, and 13 other awards in all categories, available at Scuba Diving’s 2023 Readers’ Choice Awards, by US-based Scuba Diving Magazine, including the top honors for Shore Diving. Among the top tourist destination in the country is Boracay. Boracay Island’s offering stage is its 4-kilometer White Beach, prized for its incredibly inviting blue waters, fine white sand, and perfect sunsets. Palawan and Siargao were also recognized as the best island in the world by several tourism award-giving organizations. Another segment is export services, which include the services delivered by Filipinos working outside the country as permanent, temporary, or irregular migrants. The remittances by Filipinos working abroad have grown substantially over the years. Their jobs have also undergone a structural change from low-end service jobs to more professional jobs that require higher education skills. Personal remittances to the Philippines sent by Filipinos abroad grew. According to BSP data, shows that from January to November, remittances increased by 3.4 percent to $32.6 billion in 2022 from $31.6 billion in the same period of 2021. The Philippines is expected to be among the top recipients of remittances this year, with money sent from overseas seen to reach $38 billion, according to the World Bank. It ranks 4th globally, as India is the top recipient country for remittances in 2022 with a benchmark of $100 billion, followed by Mexico with a tally of $60 billion. On 14 July 2022, the International Criminal Court (“ICC” or “the Court”), together with The Hague Project Peace and Justice, hosted the fourth Asia Pacific Forum of The Hague (“ Forum”), to promote awareness of the Court in the Asia Pacific region. The webinar featured the President of the Court, Judge Piotr Hofmański, ICC Judge Chang-ho Chung, ICC Deputy Prosecutor Nazhat Shameem Khan and other ICC representatives from the Asia-Pacific Region. The event facilitated a dialogue on enhancing the contribution of international justice for the Asia-Pacific region as well as encouraging students and young professionals from the region to consider a career in the field of international justice. Out of the 123 States Parties to the Rome Statute, 19 are Asia-Pacific States. Opening the event, the President of the Court Judge Piotr Hofmański stated: “We want to raise awareness of the ICC’s mandate in the Asia-Pacific region and dispel myths and misconceptions that may exist. As tomorrow’s leaders, you have an important role to play in this mission.” The Asia Pacific Forum of The Hague forms part of a broader effort to enhance global understanding and support for the Rome Statute and the Court and to promote cooperation at the regional level. These include the organization of or participation in high-level regional cooperation seminars and symposiums, technical events and workshops aimed at Government leaders and officials, parliamentarians, members of the judiciary, academics and civil society representatives. The ICC thanks the European Commission for the financial support of this event.
