Germany annexed Alsace-Lorraine after Prussia and the other states had defeated France in the Franco-Prussian War (1870-1871). The area was now called: the Imperial Territory of Alsace-Lorraine (or: Reichsland Elsaß-Lothringen). The region under German rule saw many problems: there were issues over religion (Kulturkampf) and before WW1 there was the Zabern Incident (1913). When the First World War broke out vicious battles took place in the area. It was nicknamed 'Little Verdun'. Towards the end of the war there was the short-lived Alsace-Lorraine Soviet Republic which was taken down shortly after. What about Alsace-Lorraine in World War II? Alsace-Lorraine (Elsaß-Lothringen / Alsace-Moselle) was re-annexed by the German Reich after the successful German invasion of France. Robert Heinrich Wagner became the Gauleiter of Baden-Alsace. Since the region was annexed by Germany, its inhabitants became German citizens and therefore its man could be drafted in the German Army. These men are referred to as Malgré-nous (French: "against our will"). A large part of the area was liberated in 1944. Operation Nordwind was a German counterattack in the Alsace region. When that offensive failed the Allied plan for reducing the Colmar Pocket was named Operation Cheerful. Early 1945 most of Alsace was liberated by the Allied forces. The History of Alsace begins when the area was inhabited by nomadic hunters in antiquity, and includes several changes in political control of the area between Germany and France. Pre-Roman Alsace By 1500 BC, Celts began to settle in Alsace, clearing and cultivating the land. Alsace is a plain surrounded by the Vosges mountains and the Black Forest mountains . It creates Foehn winds which, along with natural irrigation, contributes to the fertility of the soil. In a world of agriculture, Alsace has always been a rich region which explains why it suffered so many invasions and annexations in its history. Roman Alsace By 58 BC, the Romans had invaded and established Alsace as a center of viticulture. To protect this highly valued industry, the Romans built fortifications and military camps that evolved into various communities which have been inhabited continuously to the present day. While part of the Roman Empire, Alsace was part of Germania Superior.

A cette fin, différents organismes sont chargés de formuler des vœux, dans l’hypothèse d’une paix victorieuse. Partant de cette volonté de réintégrer l’Alsace et la Lorraine, des structures sont également mises en œuvre dans le but de « faire aimer la France » (propagande, accueil des réfugiés et des prisonniers de guerre). Au lendemain de l’Armistice, un décret confie l’administration préfectorale à trois commissaires de la République, résidant à Strasbourg, Colmar et Metz. Des structures administratives voient le jour, limitées d’abord aux seuls territoires de Haute-Alsace sous administration militaire, puis étendues aux trois départements reconquis. L’exposé traitera des positionnements adoptés par les autorités françaises, confrontées à une problématique de substitution de souveraineté : définition d’un régime administratif, adaptation législative, intégration dans l’espace économique français, orientations dans les domaines linguistique, scolaire ou confessionnel. Il questionnera les pratiques du pouvoir dans un contexte de guerre et de redéfinition du rapport de l’Etat vis-à-vis du fait régional.
