On Russia China follows sanctions even if it doesn’t want because of dollar, even France(NATO and friend ) BNP Parisbas was once fined 20 billions for helping Iran avoid sanctions so even if Europe could it wouldn’t do business with Iran. Euro is an alternative to dollar but still Eu will not be antagonist to USA since ww2 countries like France and Germany most anti-US wouldn’t want USA to leave , USA is the big force that keeps EU peacefully because even small states especially eastern states don’t trust France and Germany.
I think you are right , everyone thought that with US imposing sanctions dollar would weaken but instead strengthened , there is no alternative to US liquid , trust , rule of law , immigration and big account deficit.

That the britts prioir to Brexit allready opted out of the Euro is one of the many regrettable things of their lack of commitment to the cause. Maybe, if they wouldn't have been to in work with Brexit, absorbing a good chunk of European bandwith as well, the Europeans could have more effectivly worked on alternatives.
But the EU has all hands buissy to manage itself and its neighborhood, so there isn't realy time for picking fights with the US about relativly minor things.
This doesn't hold up to the reality on the ground because Russia, China and even Saudi Arabia are looking at alternatives. I think the Iran sanctions plus sanctions against Russian oligarchs have all these countries worried about their investments, especially the rich elites of these countries who might find themselves in trouble if they put all their eggs in one basket. What you are suggesting doesn't really follow what's happening on the ground.
