Sergey Lavrov, Minister for Foreign Affairs of the Russian Federation briefed reporters on the statement made at the General Assembly, the situation in Ukraine and other topics. Talking to reporters in New York, Russian Foreign Minister Sergey Lavrov today (24 Sep) said there is an open document outlining Russia’s “doctrine for nuclear security,” and invited journalists “to take another look at what explicitly sets out instances where nuclear weapons use by us would be acceptable.” Asked about whether Russian-occupied territories in Ukraine that would be annexed to the Russian Federation as a result of a referendum currently being conducted, would fall under that doctrine, he said, “I would not here try to make any gloomy forecasts. The entire territory of the Russian Federation which is enshrined and could be further enshrined in the constitution of the Russian Federation unquestionably is under the full protection of the state. That is absolutely natural. And all of the laws, doctrines, concepts and strategies of the Russian Federation apply to all of its territory.” Lavrov said, “the United States, and the European Union, and NATO cannot claim to have a neutral status, they cannot assert that they are not participating in the conflict. Moreover, one of those conventions I believe the Ground Rule Convention prohibits directly the establishing of recruitment points on the territory of neutral states. And you all know how the Ukrainian embassy and the consulate generals in Europe and in other countries, openly on their websites, publishing invitations to join in the holy war against Russia.” The Russian Foreign Minister said, “all states have an obligation to respect the sovereignty and territorial integrity of any states. Russian detainees expose Moscow police officer who tortured them - BBC News


On 6 March, huge anti-war demonstrations across Russia saw more than 5,000 protesters arrested. 29 were taken to Moscow's Brateyevo Police Station for questioning. There, an unnamed police officer wearing black subjected at least 11 young women to verbal and physical abuse, often amounting to torture. This included suffocation. Two of the detainees recorded their ordeals and on release leaked the audio to the press. Despite international outrage and multiple calls for an investigation by a Russian politician, the authorities did not open a criminal case. In place of one, the victims set out to find the ‘man in black’ themselves. Using a leaked database from a Russian food delivery company called Yandex, archived social media accounts, and old dating profiles, BBC Eye’s new documentary ‘Finding My Torturer’ tells the story of how these young women came together to expose the identity of their torturer and his commanding officer. More Russians flee country as Putin drafts farmers into military


A new group of Russian recruits waved goodbye to their relatives on Tuesday in annexed Crimea before being sent to military bases as President Vladimir Putin announced partial military mobilization to the war in Ukraine. On Tuesday, Putin also announced farmers are among the latest round of Russians being drafted into the military, signalling potential further risks for the 2023 crop. Russia's first public mobilization since World War Two, amid what Moscow calls its special military operation in Ukraine, has triggered a rush for the border by eligible men and unease in the wider population. Men crossed the border into neighbouring Georgia on Tuesday adamant they did not want to fight in a "fraternal" war. “I am 57 years old and I want everyone to know that I am against the war. I do not support Putin's regime, I do not support what is happening in Ukraine. I do not support a fratricidal war," said Sergei from Tuapse, after crossing the border with his son Ilya. Russian Foreign Minister Sergey Lavrov today (24 Sep) said, the General Assembly’s General Debate is convening “at a dramatic moment” as “crises are growing, and the situation in the area of international security is deteriorating rapidly.” Lavrov said, “instead of having an honest dialogue and looking for compromises, what we're dealing with is disinformation, course stagings, and provocations.” He said, “the future of the world order is being decided today” adding that “the question is whether or not it will be the kind of order with one hegemon at the head of it, making everyone else follow its rules, which notoriously benefit that hegemon only, or are we going to have a democratic, fair world without blackmail and the fear of Neo Nazism and Neo colonialism.” Lavrov said, “despite common sense, Washington and Brussels compounded the situation when they announced economic war against Russia. As a result, there is a growing price on foodstuffs, fertilizers, oil and gas.” He welcomed Secretary-General António Guterres’ efforts towards the Black Sea Grain Initiative agreements but stressed that “they need to be implemented.” So far, he said, “the ships with the Ukrainian grain go somewhere but not into the poorest countries. On the other hand, the impediments by US and EU, the financial and logistical impediments against our grain and fertilizers have not been lifted.” The Russian Minister of Foreign Affairs said, “the incapacity of Western countries to negotiate and the continued war by the Kyiv regime against their own people, left us with no choice but to recognize the independence of the Donetsk and Lugansk People's Republic and to start a special military operation to protect the Russian and other people on Donbass, and so as to remove the threats against our security, which NATO had been consistently creating in Ukraine at our borders.” - The UN General Assembly (UNGA) is the main policy-making organ of the Organization. Russia admits errors made in mobilization | DW News


Following protests against the Russian mobilization of hundreds of thousands of men to fight in Ukraine, especially in certain regions, the Kremlin has acknowledged certain cases where the mobilization decree "was violated." "In some regions, governors are actively working to rectify the situation," Kremlin spokesperson Dmitry Peskov told journalists. He added that "instances of non-compliance" with the decree were decreasing. "We hope this will speed up and that all errors will be corrected." Peskov also told the journalists that no decision had been made to close Russia's borders despite thousands of people fleeing conscription and seeking refuge in neighboring countries. A man shot a Russian military officer at a recruitment office in the city of Ust-Ilimsk on Monday. Ust-Ilimsk is located in the sparsely populated Irkutsk region of southern Siberia. Investigators said the suspect was 25 years old. According to local media reports, the suspect walked into the office saying "no-one will go to fight" and "we will all go home now." Last week, Russian President Vladimir Putin announced a "partial" mobilization for the war in Ukraine following Kyiv's counteroffensive in the northeastern region of Kharkiv. The call-up of reservists has stirred anger in parts of the population. A woman who identified herself as the man's mother said he was "very upset" after his friend, who had no prior military experience, received mobilization orders. "They said that there would be partial mobilization, but it turns out that they are taking everyone," local media cited the woman as saying. Multiple reports have documented how people with no military experience have been called to enlistment office. Defense Minister Sergei Shoigu had earlier claimed that only Russians with special military skills or combat experience would receive call-up papers. Kremlin spokesperson Dmitry Peskov said that some papers had been sent out in error and that this was being corrected by regional authorities and the defense ministry. Ukrainians have reported armed soldiers going door-to-door in occupied parts of the country to collect votes for self-styled "referendums" on joining Russia. In southern Kherson, Russian guardsmen stood with a ballot box in the middle of the city to collect people's votes. The door-to-door voting is for "security", Russian state media has said. However, US President Joe Biden described the referendums as "a sham", saying they were a "false pretext" to try to annex parts of Ukraine by force in violation of international law.
